Purpose: To document
(i) the results, lessons and experiences of the Government of Kenya – UN Joint Programme on Gender Equality and Women’s Empowerment (JP GEWE) and
(ii) the GEWE priority areas under the new UNDAF 2014-18 in the form of 7-10 minute video and shorter 3-4 minute videos.

Background:
The Government of Kenya-UN Joint Programme on Gender Equality and Women’s Empowerment (JP GEWE) was established in 2009 following a year-long intense consultation with national stakeholders. It was set to run from 2009 to 2013, but received an extension to 31 December 2014.
The Programme is guided by the principles of the UN reform process and the ‘Delivering as One’ agenda. It brings together 14 of the 17 UN agencies resident in Kenya (at the time of setting up) under one programmatic, budgetary, monitoring and evaluation framework, one coordinating agency and one leader.
Participating UN agencies contribute to national objectives by working on five inter-related strategic priority areas, namely: gender mainstreaming, gender based violence, gender and governance, women’s economic empowerment and UN Coordination and “Delivering as One”.
The UN system appointed UN Women to be their coordinating agency with the mandate of organizing the development and implementation of the UN Joint Programme on Gender Equality and Women’s Empowerment both within the UN and with national counterparts. Day to day coordination of the Programme is managed by a Secretariat the years hosted at UN Women.
The Programme aims to document the results of agencies’ work in each of the five priority areas.
The concept of Joint Programmes has gained greater currency especially as the UN seeks to improve the sustainability and impact of its work in a manner that makes the most of agencies’ comparative advantage and effectively utilizes resources, while reducing transaction costs to member states.
The experiences from the JP GEWE therefore offer up a wealth of good practices and lessons for the future design and management of Joint Programmes in Kenya and elsewhere.
It is expected that Joint Programmes will be a mainstay in the implementation of the new UNDAF 2014-18, which seeks to more fully deliver as one UN.
There is therefore great interest in the results and lessons from the JP GEWE and other Flagship JPs implemented in the previous UNDAF.
The JP GEWE Final Evaluation which is currently concluding and the Mid-Term Evaluation carried out in 2011 will provide an objective assessment of the results achieved.
The purpose of this process is to capture from the perspective of a variety of stakeholders who engaged with the Programme in the past six years, in visual and written format, the results and lessons from the JP GEWE for a range of audiences
Scope of Work and Specific Tasks
The Consultant will work together with the JP GEWE team and UN Women to document through high quality action photographs; 7-10 minute video and 3-4 minute videos
(1) the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders. They will be used to illustrate particular results, lessons and experiences which can enhance knowledge of Joint Programmes.
(2) Short videos that elaborate the GEWE priority areas under the new UNDAF 2014-18.
With each video providing a rationale for their selection drawing on the results, lessons learned and experiences of the JP GEWE.
These would draw on interviews with potential duty bearers and rights holders from Government and civil society organizations.
They would be utilized as part of the strategy to mobilize resources for the GEWE priorities in the UNDAF.
These will be loaded on the JP GEWE and other UN agencies’ websites social media accounts and YouTube.
The Consultant will be supported by the JP GEWE team, participating UN agencies (Programme Working Group members) and the UN Women Communications officer to carry out interviews and edit the text to ensure they are factual and accurate.
The main activities of the consultancy will include:
Contract Supervision: UN Women has overall management of the work of the consultant. The consultant will work under the direct supervision of the Programme Specialist, Strategic Planning and UN Coordination and the Communications Officer, UN Women Kenya Office.
