    Purpose: To document
    (i) the results, lessons and experiences of the Government of Kenya – UN Joint Programme on Gender Equality and Women’s Empowerment (JP GEWE) and
    (ii) the GEWE priority areas under the new UNDAF 2014-18 in the form of 7-10 minute video and shorter 3-4 minute videos.

    Background:
    The Government of Kenya-UN Joint Programme on Gender Equality and Women’s Empowerment (JP GEWE) was established in 2009 following a year-long intense consultation with national stakeholders. It was set to run from 2009 to 2013, but received an extension to 31 December 2014.
    The Programme is guided by the principles of the UN reform process and the ‘Delivering as One’ agenda. It brings together 14 of the 17 UN agencies resident in Kenya (at the time of setting up) under one programmatic, budgetary, monitoring and evaluation framework, one coordinating agency and one leader.
    Participating UN agencies contribute to national objectives by working on five inter-related strategic priority areas, namely: gender mainstreaming, gender based violence, gender and governance, women’s economic empowerment and UN Coordination and “Delivering as One”.
    The UN system appointed UN Women to be their coordinating agency with the mandate of organizing the development and implementation of the UN Joint Programme on Gender Equality and Women’s Empowerment both within the UN and with national counterparts. Day to day coordination of the Programme is managed by a Secretariat the years hosted at UN Women.
    The Programme aims to document the results of agencies’ work in each of the five priority areas.
    The concept of Joint Programmes has gained greater currency especially as the UN seeks to improve the sustainability and impact of its work in a manner that makes the most of agencies’ comparative advantage and effectively utilizes resources, while reducing transaction costs to member states.
    The experiences from the JP GEWE therefore offer up a wealth of good practices and lessons for the future design and management of Joint Programmes in Kenya and elsewhere.
    It is expected that Joint Programmes will be a mainstay in the implementation of the new UNDAF 2014-18, which seeks to more fully deliver as one UN.
    There is therefore great interest in the results and lessons from the JP GEWE and other Flagship JPs implemented in the previous UNDAF.
    The JP GEWE Final Evaluation which is currently concluding and the Mid-Term Evaluation carried out in 2011 will provide an objective assessment of the results achieved.
    The purpose of this process is to capture from the perspective of a variety of stakeholders who engaged with the Programme in the past six years, in visual and written format, the results and lessons from the JP GEWE for a range of audiences
    Scope of Work and Specific Tasks
    The Consultant will work together with the JP GEWE team and UN Women to document through high quality action photographs; 7-10 minute video and 3-4 minute videos
    (1) the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders. They will be used to illustrate particular results, lessons and experiences which can enhance knowledge of Joint Programmes.
    (2) Short videos that elaborate the GEWE priority areas under the new UNDAF 2014-18.
    With each video providing a rationale for their selection drawing on the results, lessons learned and experiences of the JP GEWE.
    These would draw on interviews with potential duty bearers and rights holders from Government and civil society organizations.
    They would be utilized as part of the strategy to mobilize resources for the GEWE priorities in the UNDAF.
    These will be loaded on the JP GEWE and other UN agencies’ websites social media accounts and YouTube.
    The Consultant will be supported by the JP GEWE team, participating UN agencies (Programme Working Group members) and the UN Women Communications officer to carry out interviews and edit the text to ensure they are factual and accurate.
    The main activities of the consultancy will include:
  • Travel from Nairobi to various counties in Kenya to collect material for the videos and high quality action photographs from locations around the country, which illustrate particular results, lessons and experiences of the JP GEWE under the guidance of JP GEWE/UN Women team. Photography
  • Provide all photographic and computer equipment required for the successful completion of the assignment
  • Use a variety of focal lengths throughout the assignment to provide close up, medium range, establishing shots, panoramic views and will seek out opportunities for using available light in technically creative ways.
  • Provide at least 10 to 15 high quality photographs with captions for each activity project.
  • Provide all original high resolution images (raw and jpg files, if possible) - including out takes - resulting from assignment on CD/DVD (3 copies), duly captioned in IPTC fields (and in a separate Word document) and ordered according to date/location, to UN Women within three working days from end of assignment.
  • Provide caption information embedded in IPTC fields to include name of specific location (distance/direction from capital), description of activity, project name/title), identifying title/names of individuals/institutions, etc.
  • Provide a debrief of the mission to the Programme Specialist and Communications Officer, Nairobi.Videography
  • A long (7-10 minutes) documenting the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders. The audience of this video are: Government of Kenya UN agencies, partners and anyone who wants to understand better the journey of the Joint Programme
  • Five short videos (3-4 minutes) documenting the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders.
  • Six short videos (3-4 minutes) that highlight the GEWE priority areas under the new UNDAF 2014-18 from the perspective of duty bearers and rights holders. The audience of this video is: Government of Kenya, development partners, UN agencies and civil society.
  • Write a script for the videos and outline suggested footage to be included in close collaboration with the Programme Specialist
  • Go to the field to shoot the video in line with the information provided and purpose of the video.
  • Source appropriate English narration (voice over) of the video, subject to final approval from the UN Women team.
  • Edit the video and provide English subtitles for interviews in the video.
  • Design the video components, develop animations, graphics, effects, sounds including animations and 3D rendering; specifically portraying geographic location and spread of the program and as may be additionally required.
  • The videos to be provided in two copies on separate USB flash drives or DVDs.
  • Footage must be delivered in internationally recognised file formats for distribution purposes including uploading to YouTube and for distribution on CD/DVD to partners and donors
  • Mandatory inclusions: JP GEWE logo, Government of Kenya, Participating UN agencies, and map highlighting the geographical coverage.
  • Dropbox or any other File sharing service is acceptable for sharing of footage for review purposes onlyDuration of Assignment and Duty Station: The time required for the consultancy is estimated as 20 working days within the period from 15 October to 30 November 2014. The assignment will involve travel around Nairobi and several other counties where the Programme implementing partners work.
    Contract Supervision: UN Women has overall management of the work of the consultant. The consultant will work under the direct supervision of the Programme Specialist, Strategic Planning and UN Coordination and the Communications Officer, UN Women Kenya Office.
    Final Product and Deliverables
  • Production of 10-15 photos from each project visited, that is a minimum of 80 high resolution images photographs (color and black and white) and accompanying text including: traveling to 8 agreed upon locations countrywide; securing model release forms; .
  • At least one 7-10 minutes video with narration in English language showcasing the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders. It will also contain a segment at the end that elaborates the rationale for selection of the GEWE priority areas under the new UNDAF 2014-18.
  • Five 3-4 minutes videos showcasing the results, lessons and experiences from the perspective of implementing government counterparts and civil society organizations, stakeholders who interacted with the Programme, participating UN agencies and other stakeholders for uploading to the website.
  • Six short videos (3-4 minutes) that highlight the GEWE priority areas under the new UNDAF 2014-18 from the perspective of duty bearers and rights holders. The audience of this video is: Government of Kenya, development partners, UN agencies and civil society. Copyrights
  • UN Women has non-exclusive world rights in perpetuity
  • Before the consultant moves any video on the wire or uploads it to an online Image Database as video documentation essay or video essays, extended documentary or extended footage, she/he should contact UN Women to obtain consent
  • UN Women can provide the video documentation to other UN organizations or the media at no cost, as is the practice

    Essential
  • Professional qualifications in photography or related-fields
  • At least 5 years of professional experience and track record in professional photography, digital media and video transmission.
  • Substantial consultancy experience with a record of providing high-quality, creative, images for clients.
  • Ability to deliver within timelines providedKey Responsibilities
  • Capture high resolution images of individuals, families, groups, events at field locations related to the implementation of the JP GEWE.
  • Provide at least 10-15 images from each project site visited.
  • Caption each photograph with specific details such as geographical location, name of the person (for portraits), activity and any other relevant information, for easy identification and location. Captions should be embedded in the JPEG images and also provided in a separate text document.
  • Produce a 7-10 minute video documentary to showcase the results, lessons and recommendations for future programming, drawing on interviews with pre-identified stakeholders.
