Objective
The objective of the consultancy is to conduct an independent mid-term evaluation of the project entitled “Migration Profile in Kenya: Building Capacities to Promote Evidence-Based Policy Making.”
Responsibilities and Accountabilities
Under the overall supervision of the Senior Operations Officer / Programme Coordinator and the direct supervision of the Programme Coordinator, the Consultant will be responsible for conducting an independent evaluation of the Project as per the agreed upon terms of reference.
The draft terms of reference are attached as Annex A.

Evaluation of the IOM project “Migration profile in Kenya: building capacities to promote evidenced - based policy making”
Evaluation Context
The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society.
As the leading international organization for migration, IOM acts with its partners in the international community to: assist in meeting the growing operational challenges of migration management; advance understanding of migration issues; encourage social and economic development through migration, and; uphold the human dignity and well-being of migrants.
To contribute towards meeting these goals IOM undertakes migration policy and research.
This allows IOM to respond to current and emerging challenges of migration management for the benefit of governments and migrants.
The Migration Profile of Kenya (MPK) project aims to promote more evidence-based policy making and support the mainstreaming of migration in the policy-making process.
This is a timely exercise as it is expected that Kenya will soon adopt a diaspora policy.
Successful policy development and implementation relies heavily on the timely and accurate collection of data.
However, there are concerns regarding the capacity of the Government of Kenya (GoK) and migration stakeholders to effectively implement the policy in the absence of reliable, comprehensive and up-to-date information and data on migration.
The current project will intends to address these concerns.
Further, the exercise will assist the GoK to fulfil its obligations under the East African Community’s Common Market Protocol.
Evaluation Purpose
Evaluation is critical to ensure that implemented programmes progress IOM towards its intended purpose; the humane and orderly management of people benefiting migrants and society.
Evaluations demonstrate IOM’s on-going commitment to results based management.
Mid-term evaluations are intended to improve the performance of the project during its implementation phase.
Evaluation results provide project managers with the opportunity to redress and improve the project to ensure the project meets its intended objective.
Specifically, this mid-term evaluation will assess the progress being made towards the achieving the results of the project; assess the efficiency of management and implementation processes established for the project; identify any problems in planning and implementation and make recommendations for adjustment; and assess the potential for sustainability of project results and make recommendations to maximize sustainability.
Evaluation Scope
This evaluation will focus solely on the project entitled “Migration Profile in Kenya: Building Capacities to Promote Evidence-Based Policy Making.”
Project implementation began November 2013 and is being implemented in Kenya.
Evaluation Criteria

1. To what extent were the needs of stakeholders and beneficiaries taken into account during project design?
2. To what extent do the expected outcomes and outputs remain valid and pertinent as originally intended?
3. Do the project activities and outputs take into account national policies and guidelines?
4. Is the project aligned with, and supportive of, relevant national strategies as originally intended?
Effectiveness
5. To what extent have the target beneficiaries been involved in the process?
6. Are the research methodology and management practices appropriate for achieving the expected outcomes?
7. How effectively has the implementation of the project been coordinated with partners (including project implementing partners) and stakeholders?
8. What are the major internal factors influencing the achievement of the project?
9. What external factors have impacted the implementation of the project and how are they being managed?

Evaluation Methodology
A proposed evaluation methodology is outlined below.
The final methodology will be agreed upon between the evaluator and IOM during the initial phase of the evaluation.
The evaluation is to be conducted using a combination of the following methods.
Document review
IOM will provide the following documents upon signature of contract:
In-depth interview is to be conducted with national implementing partner the African Migration and Development Policy Center (AMADPOC) and with consultants hired to work on the project.
Key informant interviews are to be conducted with the Department of Immigration Services (as a key national partner) and if feasible with the international migration expert.
Semi-structured interviews should be held with the projects partners Kenya National Bureau of Statistics, Ministry of Foreign Affairs, Ministry of Labour, Social Security and Services, Ministry of East African Affairs, Commerce and Tourism, and Ministry of Devolution and Planning.
Focus Group Discussions
Approximately two focus groups with the intended beneficiaries of the project are to be conducted in Nairobi and at one other site in Kenya.
Focus group participants will include the projects beneficiaries, including: Kenya National Bureau of Statistics (KNBS); Ministry of Foreign Affairs; Ministry of Labour; Social Security and Services; Ministry of Devolution and Planning; Ministry of East African Affairs; Commerce and Tourism; and other primary stakeholders (such as various international agencies, non-governmental agencies and civil societies, and research and academic institutions were also identified).
Where necessary, assistance will be provided in the identification of key stakeholders, in organizing the schedule of interviews, focus groups, and site visits and coordinating the dissemination of any data.
