Program Overview:
TechnoServe is implementing a $10 million Global Development Alliance (GDA) funded by USAID and Africa’s leading Mobile Network Operator (MNO).
The three-year Connected Farmer Alliance (CFA) will develop and launch business-to-business (B2B) and business-to-business-to-consumer (B2B2C) mobile solutions that will create market opportunities for smallholder farmers and improve return on investment for the agribusinesses that source from them, while unlocking new market opportunities for MNOs in Kenya, Tanzania, and Mozambique.
The CFA will facilitate access to output and financial markets for 500,000 rural smallholders, nearly 150,000 of who will be women.
The program will ensure development of sustainable business models that serve the interests of a broad range of private sector stakeholders to prove the commercial viability of rural mobile solutions.
By profitably serving rural markets across a representative cross-section of African information and communication technology (ICT) industries, CFA will pave the way for widespread replication of developed mobile solutions across the sub-continent.
The program’s technical approach is built on three pillars:-
Pillar I will create supply chain efficiencies that improve agribusiness ROI on smallholder sourcing, while linking rural women and men farmers to commercial markets.
Pillar II will link those smallholders to financial markets, empowering them to invest their revenues in productivity enhancements and human capital.
Pillar III will develop mobile services that complement the Vodafone solutions developed under Pillars I and II and address unmet needs identified during the first 2 years of the program, with a focus on solutions that benefit women.
Position:
Provide support to the CFA Regional M&E Manager in the implementation of the monitoring and evaluation (M&E) functions of the Connected Farmer Alliance (CFA) program in Kenya, Tanzania and Mozambique.
Key Duties and Responsibilities
Core Responsibilities

Develop quantitative and qualitative data collection tools and instruments to suit each country context based on the CFA M&E indicators and ad-hoc data requirements

Analyze collected data using appropriate tools (e.g. Excel, SPSS, STATA) and generate insights / findings

Create detailed reports based on the insights from the data that can be shared with external stakeholders

Ensure data quality through execution of regular data quality audits and onsite verification exercises

Drive development and analysis of CFA monthly progress reports

Work with country and regional management to integrate M&E data into program planning and decision-making processes

Participate in documentation of success stories, lessons and experiences

Support to the M&E Manager:

Interface with other country, regional, and HQ staff, as appropriate

Share best practices and lessons learned with entire project management

Support each country-level adaptation and use of standard templates and tools for key project deliverables

Support preparation of monthly, quarterly and annual programmatic performance reports

Participate in the strengthening of existing CFA M&E systems

Assist the regional M&E Manager in providing coaching, direction, and support to program team members in understanding the importance of M&E

Work with program staff to identify M&E needs at country levels and provide training, as appropriate

Work with the Regional M&E Manager to ensure that CFA program M&E systems adhere to the TechnoServe East Africa M&E Standard Operating Procedures Qualifications and Competencies
The ideal candidate should have:

Bachelor’s Degree in economics, math, statistics, or its equivalent;

Professional training in M&E or data analysis and at least three (3) years of relevant work experience;

Must have hands on experience in statistical analysis packages e.g. STATA; SPSS, Epi info;

Must have hands on experience with ad-hoc analysis in Excel, including pivot tables;

Proven ability to work with various M&E methods and approaches;

Ability to identify and measure social indicators is critical;

Excellent analysis of both qualitative and quantitative data and report writing a must;

Excellent interpersonal, oral and written communication skills a must;

Ability to generate innovative solutions in work situations;

Proven ability and experience working with teams will be an added advantage;

Willingness to travel locally & internationally especially in remote rural areas;

Strong coordination, problem solving and networking skills.

Must be honest, a team player, a good communicator and able to work under minimal supervision. Reports to: M&E Regional Manager
Position Location: Nairobi with travel to rural sites in Kenya, Tanzania & Mozambique
