Consultancy Terms of Reference: Development of a Fairtrade Gold Standards Handbook 1. Background:
Fairtrade connects consumers and producers to improve livelihoods through trade.
It is an established route through which producers and workers in developing countries are empowered to access markets, secure more value for their produce and build more sustainable livelihoods with less environmental impact.
Fairtrade Africa (FTA) is a member of Fairtrade International and is the independent non-profit producer network representing all Fairtrade certified producers in Africa. Fairtrade Africa is owned by its members, who are African producer organizations, certified against international Fairtrade standards.
The Secretariat of FTA based in Nairobi working with the regional offices, identifies opportunities for improvement in producer enterprises, designs and implements producer support services to achieve these improvements.
Through a 3-year Fairtrade Gold Project, Fairtrade Africa is working with local partners in Kenya, Tanzania and Uganda to achieve the first Fairtrade certified gold supplies from artisanal and small-scale miners (ASMs) in East Africa.
The project is building the capacity of nine mining groups (3 in Tanzania, 2 in Kenya and 4 in Uganda) to develop technical skills and improve mining practices in line with the Fairtrade Standard for Gold and Precious Metals from Artisanal and Small-scale Miners (ASM).
By the end of the project in May 2015, around 1,000 miners will have been trained in safe and responsible mining practices with the aim of applying for Fairtrade certification to access international Fairtrade markets on fair and sustainable terms.
Objectives of the assignment
To prepare a handbook on the Fairtrade Standard for Gold and Associated precious metals that provides answers to questions concerning Fairtrade Gold Standards faced by Artisanal and Small-scale Mining Organizations (ASMOs) that are already, or want to become, Fairtrade certified.
This document can be used as a practical guide for miners/ ASMOs, FT staff & Board members, trainers/ consultants in implementing the Fairtrade Gold Standards.
It is meant to be a reference document to help break down difficult areas of the Standard to make it easier to understand.
The handbook will provide a description of the Standard requirements according to the applicable timelines - what has to be done in Year 0, 1, 3, etc and an overview of the most important features of the Standard.
This is supported by definitions, case studies/ examples and toolkits, some of which have been developed by Fairtrade and Local Support Organizations (LSOs), all designed to clarify the requirements and equip ASMOs with applicable tools to comply with Fairtrade Gold Standard requirements.
Scope of the Work / Tasks
I. Compile and consolidate a simplified Fairtrade Gold Standards handbook with accompanying tools and guides in reference to general requirements, trade, production and development pillars of the standards.
This will entail but will not be limited to:


  • Analysing the Fairtrade Gold standards and identify all requirements and timelines specified.
  • Reviewing all the reference materials and guides on the FT Gold standard and FT Certification and selecting relevant content for handbook.
  • Reviewing all the training materials and tools developed by LSOs on FT Gold Standards and responsible ASM and selecting relevant content for handbook.
  • Reviewing other training materials and reference guides on responsible mining from other sources and selecting relevant content for handbook.
  • Prioritizing and re-purposing/ redesigning content from all materials reviewed to be used in the handbook as reference toolkits, case studies, guides, etc in consideration of any copyright requirements.
  • Providing reference to guides, manuals and other available material on responsible ASM. II. Manage the design and development of the handbook, working with FTA staff on handbook content and design.
    III. Test and validate the handbook with FT Staff, LSOs and any other relevant stakeholder.
    Expected outputs
    The consultant is expected to deliver the following results:
  • An initial framework of the layout/ structure of the Handbook.
  • An explanatory document on the Fairtrade Gold standards. Supporting materials as referenced in the explanatory document – This include toolkits, animation guides, checklists, etc.
  • Input from validation meetings and reviews.
  • List of references and sources of materials on responsible ASM.
  • All the documents should be submitted in written English language.
  • Upon receipt of the deliverables and prior to the payment of the final installment, the deliverables, related reports and documents will be reviewed and approved by FTA and FT Gold PSG. Implementation arrangements
    The consultant will work in close collaboration with the Gold Project Coordinator and the FT Gold Project Steering Group (PSG).
    The total duration of the contract assignment will be 15 days broken down as 12 working days between the months of August and September 2014 and 3 working days for validation, testing and final updating of Handbook in January 2015.
    The indicative schedule of mission is 25th August 2014 (subject to confirmation), within which the consultant will provide and agree on a work plan for delivery of the work upon signing of the contract.
    Consultant’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
    Qualifications and experience required
    The Consultant must have the following qualifications and experience:
  • A bachelor’s degree in any related field.
  • At least 5 years’ experience in provision of capacity building and support services to producer farmers, miners or other community/ rural based enterprises.
  • Those with certification support experience have an added advantage.
  • Experience in developing training materials/ guides especially designing content for community/ rural based organizations.
  • Demonstrable knowledge and understanding of the Fairtrade standards and certification process.
  • Knowledge of the FT Gold standards would be an added advantage. Language and other skills:
  • Excellent command of English (written and oral),
  • Computer literacy and
  • Excellent presentation skills. FTA will undertake the following responsibilities:
  • Provide all relevant documents available within the organisation related to the assignment including background materials on the FT Gold Standard and Certification process and training materials/ manuals developed by LSOs and other organizations.
  • Facilitation of validation meeting to include travel and other logistical costs for participants and consultant (NB: This does not include consultants professional fee during this time, which should already be factored in their contract fee).
  • The consultant is expected to work remotely using her/his own computer and work space.
  • For the purpose of the validation meeting and any other contract work upon request, FTA will provide office space and access to internet, printer and other office facilities.
  • Provide consultancy contract before the beginning of the assignment
  • Pay the agreed consultancy fees as detailed in the contract duly deducting withholding tax as required by the laws of Kenya and upon acceptance of the final report by FTA. Application
