Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station. UNEP is one of three implementing agencies of the Global Environment Facility (GEF), alongside the World Bank and the UN Development Programme (UNDP). The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and persistent organic pollutants (POPs).
Responsibilities
Under the supervision of the Senior Programme Officer, the incumbent will undertake the following: 1. Project identification and Development: Liaise with partners to identify project concepts, discuss and clear such concepts with the Senior Programme Officer and present them to the Project Approval Group (PAG); Work with the Fund Management Officer to internalize the Project Preparation Grant upon approval; Verity that the project proposals meet GEF quality-at-entry standards; Support the executing partners in mobilizing CO-financing for the project. 2. Supervision of project implementation: Prepare project supervision plans and apply adaptive management principles to the supervision of the projects; Organize and manage the project inception and provide oversight to project execution; Regularly monitor project progress and performance and rate progress towards meeting project objectives; Periodically assess project assumptions and monitor risk; Monitor reporting by project executing partners and provide feedback; Manage any mandatory project(s) mid-term review and prepare a management response with a plan for implementation of recommendations; Support the project terminal evaluation and ensure that the projects are financially closed. 3. Division knowledge management and data management: Identity and codify lessons emerging from project implementation; Ensure accuracy and completeness of project data in the project information system for all projects; Contribute to project data reconciliation exercises within the Division and with the GEF Secretariat; Identity media and other outreach opportunities and materials and provide project information and materials; Participate in events organized by GEF and UNEP to disseminate information on project results and lessons. 4, UNEP and GEF corporate tasks: Contribute to the Council document reviews; Represent Division in UNEP and GEF meetings; Participate in the UNEP Project Review Committee; Provide input to UNEP and GEF policy and information documents; Provide input to GEF corporate evaluations, country portfolio evaluations, thematic evaluations and impact evaluations and to the preparation of the Management Action Record. 5. Perform other duties as may be assigned.
Competencies
Professionalism: : Integrated natural resource management including, knowledge and understanding of international water issues and discussions, knowledge and understanding of environmental and resource status of various international water; practical experience in programme/project management and oversight; good analytical and problem-solving skills, including ability to identity and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given.
Communication: Good communication (spoken and written) skills, including the ability to comments on a variety of project related documents, the ability to prepare technically sound and logical proposals for projects, and the ability to outline project concepts and project implementation direction. Ability to verbally communicate complex ideas and concepts in a lucid manner and to write concisely and precisely; Ability to produce high quality documents at short notice.
Technological Awareness: Fully proficient computer skills and use of relevant software and other applications, e.g., word processing, spreadsheet and other project management software.
Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relationship in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
Education
Advanced university degree (Master's degree or equivalent) in environmental/natural sciences or related area with specialization in issues related to the protection and management of International Waters and Biodiversity/Land Degradation. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible project/programme management experience in International Waters, Biodiversity/Land Degradation or related field, of which some should be at the international level.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
