Vacancies (6) for Part-Time Inspectors
The Water Services Regulatory Board (Wasreb) is a statutory body charged with economic and service regulation of the water services sector.
Wasreb sets rules, standards and guidelines to ensure that water services are provided in an effective and efficient manner with a view to protecting consumer interests.
Part of the responsibility of the Regulator is to license Water Services Boards (WSBs) and Water Service Providers (WSPs).
The performance of these institutions is monitored periodically to ensure adherence to licence conditions.
The Regulator intends to strengthen its inspection function by partnering with qualified independent professionals, to be known as Part-time Inspectors, who will conduct inspections on issues identified.
Successful professionals will be expected to discharge the following functions:
  Inspect and evaluate the water and effluent quality monitoring systems in line with the Water Quality and Effluent Monitoring Guideline and report on corrective measures.
  Evaluate Water Service Providers internal governance arrangements as per the prevailing laws and governance standards and report on corrective measures.
  Inspect and evaluate water works and water services to ensure that such works and services meet the prescribed standards in design, construction, operation and maintenance and report on corrective measures
  Inspect and evaluate the billing systems , revenue collection systems and expenditures of the WSPs and WSBs in order to verify whether there is adherence to the approved tariff and licence conditions.
  Determine the alignment of the WSPs budgets to the approved tariff and adherence to approved tariff conditions.
  Determine the correlation between the revenues projected in the approved tariff and the actual revenues realised by the WSP
  Asses the monthly billings and payments to Regulatory levy, Electricity(KPLC), Water abstraction (WARMA), licence remuneration vis a vis provisions in the approved tariff and determine the variance
  Determine presence and condition of production meters to establish the basis of Non-Revenue Water (NRW) Computation
  Establish whether WSPs have mechanisms of handling consumer complaints and monitor the performance of WSPs in resolving the complaints
  Inspect and evaluate the financial systems of WSPs and WSBs to establish whether all justified remittances are made and report on corrective actions
  Inspect and evaluate the human resources systems based on the prevailing sector benchmarks and report on corrective actions. Assess the performance of WSPs in adherence to Human resources standards
  Verify the correctness / credibility of WSP performance data submitted to Wasreb
  Any other issue that may arise in the course of the inspection works.
Part-time Inspectors will be trained in Wasreb and given checklists and guidelines to be able to effectively discharge their functions.
Applications are sought from individuals meeting the following criteria:
  Be a Kenyan with at least 4 years post qualification working experience in a relevant profession
  Have Knowledge on the water sector
  Have a degree in Civil Engineering, Construction Management ,Water Quality, Law, Finance, Business management, Economics, Law, or other relevant disciplines.
  Have a professional certificate from the relevant professional body that authorizes one to be a practitioner in that field
  Possess analytical skills backed by evidence of carrying out similar works and have good knowledge in their field of expertise
  Be computer literate
  Experience in writing reports and ability to communicate and interact professionally
  Be willing to undertake assignments in any part of the country
  Experience in monitoring and evaluation or auditing shall be an added advantage.
Successful applicants will serve for an initial period of six months, with a possibility for extension.
