Duties and Responsibilities
Under the supervision of the Livelihoods Officer, the
Livelihoods Consultant, through a combination of quantitative and
qualitative methodologies that are consultative and participatory is
expected to undertake a mid-term evaluation and provide their expertise
for UNHCR Branch Office Nairobi in the following areas:
Assess the relevance and contribution of the different livelihood interventions to the achievement of refugee self-reliance
Assess the extent of accomplishment of target activities and outputs as detailed in the work-plan and monitoring framework
Assess the effectiveness of various livelihood approaches, methodologies, tools employed
Identify factors and constraints which have affected project
implementation including technical, managerial, organizational,
institutional and socio-economic policy issues in addition to other
unforeseen external factors
Identify and analyze emerging impact of livelihood
interventions on the well-being of the refugee beneficiaries, e.g.
change in income, food security, access to additional social services,
etc.
Assess preliminary indications of the degree to which the
intervention results are likely to be sustainable and provide
recommendations to improve sustainability
Identify key lessons / conclusions, best practices that can be drawn from the implementation of the strategy
The Expected Output:
The consultant will facilitate a workshop to present and discuss the findings to all stakeholders
A final evaluation report including recommendations will be submitted to UNHCR at the end of the activity.
Qualification and experience
At least post graduate degree in Social Sciences
At least 5 years of experience in undertaking outcome/ impact
evaluations of self-reliance/ livelihood initiatives, preferably in the
refugee or urban development context.
He/she should have experience in monitoring, evaluation and
assessment of development assistance activities; in particular
livelihoods program assessment and evaluation.
Knowledgeable of the socio-political, economic and physical situation in the country, in particular Nairobi.
Strong leadership, coordination, work planning and writing skills

Languages: Fluency in oral and written English and Kiswahili.
