1. Chief Legal Officer

Job Group R
Responsible to the County Secretary for the following duties
Duties and Responsibilities
Provide legal advice on policy developments, strategic direction and on the interpretation of relevant County legislation.
Evaluate legal documents to ensure protection of the County.
Provide legislative support to the County including the preparation of briefs on legislation, and amendments where appropriate.
Ensure that all County inventions are patented and its rights protected.
Identify strategic priority areas for legal reform and undertake legal research.
Represent the County in all legal matters.
Supervise staff of the County law office.
Manage the legal division budget.
Any other duties assigned.
Requirements for Appointment
Bachelor Degree in Law from a recognized university and a diploma from the council of Legal Education
Master’s degree in law from a recognized University is an added advantage.
Minimum of ten (10) years practice experience.
Must be a registered Advocate of the High Court with a valid practicing license.
Experience in preparing policy related briefings and presenting policy proposals.
Excellent communication and Interpersonal Skills.
Creative and innovative.
Proficiency in Computer applications.
Satisfy the requirements of chapter 6 of the constitution.

2. Legislative Drafter

Duties and Responsibilities
The Legislative Drafter will be responsible to the Chief Legal Officer for;
Review all policies, proposed Bills and advice the county
government on their effectiveness in implementing the Constitution;
their consistency in letter and spirit and coherence with other
legislation;
Make recommendations on policy and legislative interventions required to implement the constitution;
Advise the county government on the drafting language and make proposals for reviewing the proposed legislation;
Work with other legal staff and researchers to organize consultative forums; draft concepts, program documents and reports;
Draft memoranda on proposed amendments and communication to
government Ministries for review of policies and administrative
procedures;
Work in close coordination with the Attorney General’s Office
and the Kenya Law Reform Commission in preparing final draft Bills for
tabling in National Parliament and County Assembly
Requirements for Appointment:
For appointment to this position a candidate must:
Have a Bachelor of Law (LLB) Degree, post graduate Diploma
from the Council of Legal Education and post graduate qualification in
legislative drafting will be added resource
Have served for a minimum period of five (5) years in
legislative drafting one (1) of which must have worked as a legislative
drafter at middle management level in the Public Service or Private
Sector or Non-Governmental Organization (NGO) or International
Organization with demonstrable examples of completed drafting tasks, ;
Be dynamic, demonstrate awareness of modern drafting guidelines in facilitating democratic change
Have demonstrable awareness of Constitutional Law
Be of impeccable integrity, independent, strong analytical
ability and fully embrace for the values and principles in the
Constitution.
Have ability to work with multiple stakeholders and work long
hours to complete complex tasks within short deadlines is required
Competent knowledge of information technology applications is necessary
Satisfy the requirements of chapter 6 of the constitution.

3. Transport Officer

Job Group “L”
The Officer at this level will be responsible to the Head of Administration/ Coordination for;
Duties and Responsibilities
Provision of administration support services in terms of official transport;
Supervision and allocation of drivers’ duties;
Vehicle service and maintenance;
Coordination of transport logistics for various departments from the transport pool (Fleet management)
Generating weekly management reports on operations ;
Fleet management;
Requirements for Appointment:
Be in possession of a Bachelor’s Degree in Business
Management / Administration, Public Administration or any of the Social
Sciences,
Have worked for at least four (4) years two which should be in the field of administration in the public sector.
Have demonstrable professional competence in documentation work;
Be a team player with ability to multi-task and work with a diverse workforce;
Knowledge of mechanical engineering for managing essential maintenance works,
Have initiative, creativity, innovativeness and be results oriented;
Have effective interpersonal and communication skills;
Analytical and problem solving skills
Satisfy the requirements of chapter 6 of the constitution.
For a candidate to meet the requirements of chapter 6 of the Constitution, he/she must have the following clearance:
Certificate of good conduct from the criminal investigations department(CID)
Clearance certificate from Higher Education Loans Board (HELB)
A tax compliance certificate from Kenya revenue Authority (KRA)
A certificate from the Ethics and Anti- corruption Commission (EACC)

4. Chief Physical Planner
Job Group M

Duties and Responsibilities:
Report directly to the County Physical Planner
Initiating, preparing and monitoring the implementation of Sub County and local physical development plans.
Providing advice on development applications and development control matters;
Implementing and providing feedback on physical planning guidelines and standards.
Collecting, collating and analyzing urban and Regional Planning data;
Preparing action plans for specific projects such as
Residential Housing Schemes, Shopping Centers, Industrial Estates and
Recreational facilities.
Undertaking studies on matters relating to Physical Planning at Regional and Local Levels.
Managing of physical planning data.
Requirement for appointment
For appointment to this grade, an officer must:
Have served in the grade of Senior Physical Planner for a minimum period of three (3) years ;
Have Bachelor’s Degree in any of the following disciplines:- Urban and Regional
Planning, urban planning or Town Planning from a recognized institution;
Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
Have a certificate of computer application skills from a recognized institution;
Satisfy the requirement of Chapter Six of the Constitution;
Have demonstrated merit and shown ability as reflected in work performance and results.
2. Senior Physical Planner

Duties and Responsibilities
Report directly to the County Physical Planner.
Preparing physical development plans;
Ensure developments observe statutory and non-statutory
provisions and requirements and are undertaken as approved and observe
the stipulated standards.
Endure continuous surveillance and monitoring of developments compliance in the County.
Carry out routine statutory inspections on progressing developments in the County.
Undertake enforcement action to ensure compliance and enforcements within the County’s jurisdiction;
Preparing of feedback reports on developments compliance and enforcement.
Any other assigned duties by the County Physical planner.
Requirements for Appointment
Have Bachelor’s Degree in any of the following disciplines:- Urban and Regional
Planning, Urban Planning or Town Planning from a recognized Institution;
Have served in the grade of Chief Physical Planner for a minimum period of three (3) years ;
Be a graduate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
Have a certificate of computer application skills from a recognized institution;
Must have attended a Senior Management Course from a recognized Government Institution.
Satisfy the requirement of Chapter Six of the Constitution;
For a candidate to meet the requirements of chapter 6 of the Constitution, he/she must have the following clearance:
Certificate of good conduct from the criminal investigations department (CID)
Clearance certificate from Higher Education Loans Board (HELB)
